It gets even more interesting when you realize that many prisons are privatized in the US, and also use inmates as basically slave-labour (look up UNICOR).
Also, the size of the constituency of a politician affects his funding. If you have a large prison in your county, those are your “constituents”, and you therefore get funding based on that. If it happens to be a Federal prison, those “constituents” of yours are felons, and thus cannot vote.
Basically, it’s in lots of people’s best interest to keep as many people incarcerated as possible. And that’s without mentioning the DEA, ATF, the DA, and so many other organization that justify their salaries based on convictions and the “War on Drugs” (don’t get me started on that one).
